In Germany, the use of "before and after" images of patients is explicitly prohibited by the Health Advertising Act (Heilmittelwerbegesetz, HWG). According to § 11 Abs. 1 Nr. 5b HWG, advertising that shows changes in the human body as a result of medical procedures, the use of medicines, or medical devices is not allowed.
Additionally, this rule is enshrined in § 27 of the Medical Professional Code (Musterberufsordnung, MBO-Ä), which allows only objective and medically relevant information, excluding emotional impact on patients.
